I just need to find out what is the best way to send money oversea is a credit card or debit card and which has no charges ?

I'm pretty sure a credit card will treat it as a cash advance and you will be on the hook for a cash advance fee and interest from the day of transaction. (A few cards are different.)
Debit card should be cheaper - I'm guessing whether there is a charge will depend on the retailer in question. Perhaps no charge at all at a PO Counter. But you could always just pull the cash out of an ATM and hand it over the counter?

I doubt if you will be able to use a credit card to pay for moneygram - certainly not at a post office. Maybe at other outlets0

Will the destination be a bank account? Can it be? If it can then there are plenty of foreign exchange places that can offer a good deal. I tend to use Transferwise when sending to the Eurozone.0
