    These weren't given out on a first-come, first-served basis. They used some sort of random selection out of the people who signed up for it.

    According to there t&c's they were on a first come first served basis.

    8.Their claim will then be validated and the first 20,000 valid claims will receive an email from redspottedhanky.com containing a validation code. This email will be dispatched within 2 working days

    I'm sure it wasn't first-come first served because I know a sequence of my family who signed up and some of the ones in the middle didn't get it.

    Well then I would email them questioning there own t&c's

    My dad applied for one but never received an email. When he tried to apply again, it said 'it seems you have already been allocated a prize'. He sent a follow-up email querying it but never received a response. It might be that some spam settings were blocking the emails as he used a work email address to apply. Just a thought, could it be a similar situation for your family members who didn't get one?
