does system restore in windows 8.1 replace the registry

Options
Does system restore in windows 8.1 replace the registry with a new registry taken at the time of creation?

Or can a rogue entry still be left in the registry from before system restore is used?

Also what is the best and easiest and preferably free software to make a restore image for Windows 8.1 without installing it on the computer?

Preferably stored on a 16gb memory stick.

I have just replaced my hard drive and did a clean install of Windows 8.1, not even connected it to the internet yet and want to make a backup so I can get back to this state easily.

I even activated windows 8.1 over the phone.

I know I could reinstall Windows 8.1 again but something quicker and easier would be preferable such as stored on a hidden partition on the disk similar to the old press F4 to access the hidden factory restore partition.

This is to restore the image not to backup in case the hard drive fails, if that happened I'd just install Windows 8.1 again.

In case anyone wonders I am using another computer to access these forums.
