Boundary questions

We're currently looking for a more suitable house to continue caring for my Dad, who has Alzheimer's. We have sold our existing property but are having trouble finding another which meets the required criteria. One that we have seen is perfect inside, but I wonder if you can assist with my queries regarding the outside, please.
As Dad is prone, at times, to wander, we need to make things secure for him. We can't find a house with a wall & gates above 1 meter, for sale. So the one we're looking at is in a quiet side road, neighbouring properties have high hedges at the front. There is one house at the end of the close that has a 6ft wall & gates (they got p/permission) & also one at the other end with a 3.3ft wall with pillars & wooden panels in between taking it to 6ft. Other bungalows in the next road (3 or 4) have 6ft walls at the front.
The one we're looking at is a bungalow. So my question is, would the council be more likely to give planning permission to us for a similar wall as other have it? Or if we put a fence & gates up but set them back from the boundary with the path by 1 meter, could we do that without p/permission?
The reason is we cannot lock Dad in the house if we have to go out, so we need to know he cannot get off the property. We don't really want to grow a hedge as it's just not as secure for him.

    None of us can answer your question. You would need to speak to your local planning authority.
