Reasonable?

A rather large brown watermark appeared in the ceiling of our hallway. It looks like water/rain is getting in through the tiles on the roof - it's a little extra bit on the house that sticks out. Our house is only 8 years old! Got a quote from a guy we have used in the past, he is quoting £190 to lift all the tiles (there are about 20), replace the felt and reseal. Not sure if this is reasonable? I live in the 'North'.

Was also wondering if the insurance company would cover it, their excess is £200.

Any help/views would be appreciated.
