UKCPM don't use signs that allege breach of contract; this will not be as easy as you think. These cases are not like shelling peas.
Please do some reading of threads like the one by lesnmandy where they LOST at POPLA (and a complaint is in because the NTK letter from UKCPM does allege breach). Search this forum for UKCPM as a keyword, or lesnmandy as a keyword.
Please do NOT rush that POPLA appeal - I REALLY hope you haven't sent it yet?! Show us a pic of the sign and the NTK (both sides).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
