I got a quote for Eon through the Martin Lewis website. For some reason I could not transfer from there to E'on so I telephoned them. They would only give me a price of £214 per month against the Martin Lewis quote of £199 (I think it was off hand) Why?

What matters is the annual cost (based on your annual kWh consumption, not on monthly DD amounts), not the initial level your DD is set at.
Have you tried going direct to Eon online (or via a cashback site) and seeing what figure you are given?
Transferring in winter means that some suppliers set a higher initial level of DD, as you have no credit stored from the summer to take you through the months of peak usage. No free lunch, and no free laptop
