It is refusing to offer renewal because the car is outside their age range. That is a refusal.

I've been refused, twice, I didn't realise I needed to declare it! One is ongoing, one of my cars is now outside the AA's age criteria for breakdown insurance, but they still insure my other car. I assume I now need to declare it on everything, even my house insurance? The other was even worse. it was just a straight refusal, no discussion, no quote, just that they refused to even listen for my request for insurance. Admittedly I had mis-dialed, and rang a printers by accident, but by your statement there, they did refuse to insure me, it seems very black and white. Do I need to declare I have been refused, even though they never ask who refused? I mean, Dunstonh, if I said "Dunstonh, I am now refusing to insure you, for anything and everything you could ever be insured for", would you have to declare you have had insurance refused forever now to everyone?

In the circumstances described, the OP would not need to disclose that they had been refused insurance because they haven't. The insurer doesn't offer it, there is a big difference.
If you did, then by that logic, I'd need to declare every insurer who didn't give me a price on a price comparison website.

If you go into a greengrocer's and ask for a pair of shoes, he will decline to sell you any.

He hasn't "refused" to sell them - he doesn't sell shoes!

You can't refuse to sell something you don't have.

  • In the OPs case, anyone who has every used a comparison site has probably been "refused" cover at some point.

As an 18-year-old learner, I've probably be "refused" by an insurers that only cover females aged 21+ with a full licence (I think that's back when Shiela's Wheels and the like could get away with women-only cover).

This isn't a refusal, its a 'decline to quote' because OP doesn't meet the insurer's critetia - nothing more, nothing less.
