Cistern not filing properly, can anyone help before I call out a plumber?!

I have been trying to find a new valve for my cistern, been in Homebase, Wickes and a local DIY shop, plus looked online and just can't find any info. The Water is dribbling in so it takes forever to fill up after a flush.
Here's a piccie of the part:

I think the problem is the seal doesn't seem to be releasing, the reason I suspect this is when I remove the housing the seal is left in the inlet hole:

I couldn't find the seals anywhere from the places I visited and online, here's a closer pic of the seal:

All I want to do is buy the seal or the housing, I'm on benefits so can't really afford to call out a plumber because that will probably mean not having much to eat for a week.
can anyone point me in a direction of a site that sells these or at least the name of the manfacturer!! Thanks in advance for any help offered.

When I had a similar problem I found suitable seals on eBay at low cost.
Have you tried giving all the parts a good clean? There might be some limescale or grease or dirt preventing it working properly.0 -
Excuse my stupidity and blindness... but isn't the blue bit surrounded by rubber in the wrong way round?0

I've cleaned the areas with limescale remover, I'll give that another go just in caseExcuse my stupidity and blindness... but isn't the blue bit surrounded by rubber in the wrong way round?

update---Used that site to get a replacement siamp seal and so far after multiple flushes all seems to be working great! So I'm really glad I didn't call out a plumber for 50 odd quid as the seal was only 3 quid plus p&p. Seal arrived in 24 hours from ordering too, excellent site.0
