Purpose of a wall pillar and party wall question

1. I plan to build a long wall along my garden boundary with the neighbour. What is the reason why a wall pier / wall pillar is built compared to a straight long brick wall without a pillar?
2. When and if building a pillar, does the centre of the pillar need to be on the central boundary line such that the back of the pillar goes onto the neighbouring property and the front of the pillar on my side or does the back of the pillar have to be on the centre boundary line such that the pillar looks on the whole, in my side?
3. Does party wall extend only to the flank wall of a house or all the way from the front garden through the house and then to the end of the back garden?

Piers are built to create stability in a wall where there is nothing to tie it into, or the wall is of single leaf brickwork. Garden walls can be a specific example of both. If you think of building a small wall from lego, without extra support at the sides, you could push it over.
Unless there is some agreement that the wall will be shared, then the whole thing needs to be on your side of the boundary. The neighbours wall should be flush, or the main wall and the piers project further onto your side. Or the edge of the piers sit on the boundary and the main wall sits further into your land.
Party walls continue all the way to the end of the garden.Everything that is supposed to be in heaven is already here on earth.

You only have to take stroll around after the recent storms to see why piers are needed. Virtually all the garden walls that have blown down are single brick walls with few or no piers to help stabilise them.I can afford anything that I want.
Just so long as I don't want much.0
