    I think if you're concerned I'd go to the police, however I'm not sure any law is being broken. Plenty of sole traders offer 'services' without being limited companies, is that what you mean by being a registered business?

    I don't even think it's against the law to ask outright for donations if you're not a registered charity, but the lack of accountability is one reason why I'd always check.

    What is the "service" and why do you think he's fleecing the public?

    I have a friend that runs an information website on a particular specialist subject - there are no membership fees and all the information is made available to anyone who visits the site, but he has a PayPal link for donations - is he fleecing the public as he's not a charity or "registered" business?

    I though this, too!

    My accountant runs a tax website, with a 'buy me a pint to say thanks' on there for donations. As far as I'm aware this isn't illegal, and tax is paid on the donations.

    How much are the fees? Does he look after the animals himself or just act as a go-between, arranging the exchange.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
  • So he's charging for advertising? Is it any different from the 10p a week (showing my age) we used to pay to put ads in shop windows?


    I don't agree with it but there are hundreds of other pages to choose from that don't charge.


    That said I'm sure it would be against facebook rules so report it.

    OP for completeness:-
    Is it against the law to ask for donations for something someone calls a "service" ? Donations are asked for and paid through Paypal and cash from vulnerable people. No receipts are given to the donor. Should this be a registered business? How is it possible to view the donations and where the money is going? This person is fleecing the public and there is evidence that the money is going straight into his personal funds. It is not a charity and is NOT registered as a business.
    This is in Scotland !
