PCN Appeal Time Frame

I have appealed a council issued PCN.

As I understand it the council have 56 days to reply to my appeal.

I have received a letter from them upholding the fine, however this letter was written/dated on day 55 and received through my door on day 57.

Where does the day 56 rule apply, because in theory they have taken longer than 56 days to reply to me but the date of their letter does not fully reflect that.
