Cpp reclaim the struggle

It's taken me ages to finally get my address updated with co - 5 months! I didn't receive any letters from them so phoned today to be told I'm not eligible to claim as I was sold it via my virgin credit card. I successfully got ppi for the same credit card. Cpp told me to qualify you need to have purchased Cpp direct over the phone with them - can that be right?
