Please Help regarding Newlyn Debt over parking fine

Hello
I parked at the Peel Centre car park in stockport last year and forgot to get a ticket.
I have recieved letters from Roxborough and have always read to ignore these and Watchdog says blah blah blah.
However I have recieved a letter from Newlyn Debt saying that they have now been given permission to persue this debt.
Im panicing a little and Im being told by people I know that have ignored their's to continue to ignore it, after a while its eventually gone away.
But Im not sure what to do.
If someone could give me some advice I would be most grateful.

Ignoring has not been advised for a long time now if you are in England or Wales.0 -
if or when Excel or their legal representatives send any court papers , do not ignore
that watchdog video is very old now, so is ancient history and not relevant in england and wales and hasnt been for over 18 months now
debt collectors cannot take you to court , but Excel might0
