Car registered at old address

Hi all, I've received a few of these parking fines, one for parking in a shopping car park longer than the allocated time, and the other for parking in a residential car park, with a visitors permit but there were no visitors bays left. I found an unmarked patch of the car park but still got a ticket. Anyway, I'd recently moved and forgotten to change where my car was registered to. The new tenant at this address told me I'd received some post, all of which were these silly letters. Anyway, I've since changed the address on my documents, but I presume they will continue to send the letters to my old address. I'm not able to regularly obtain the post from there, so...any thoughts on what I should do?

Errr .... yes. Put in a postal re-direct and then follow the advice on the NEWBIES thread."The darkest places in hell are reserved for those who maintain their neutrality in times of moral crisis." - Dante Alighieri0

The one that was a postal PCN (if it wasn't a windscreen one, the overstay?) you could write to name the driver which means you will then get a new PCN at the new address, addressed to the driver who can then appeal it. Of course the driver was a differently first-named member of your household...wasn't it?! Think carefully now. Don't say here.
If it was Smart Parking just get the retailer to cancel it. If it was Excel or VCS or ParkingEye then definitely name the driver to avoid court papers and to effectively reset the clock so the driver starts again with their own postal Notice.
So that would mean writing as keeper (at the old address) to advise them that you have considered the matter and the driver on the day was 'driver's (different) name at the new address'. There's a template letter you can use for that, in the LBCCC Fightback thread (post #10) but just change the letter you most recently received as I doubt it's a LBCCC?
Then the driver can beat that one at POPLA when they receive their Notice from scratch (only works if it was a postal notice).
The other one sounds like a windscreen PCN so the best you can do is write with your new address to deny liability under POFA2012 because the Notice to Keeper was not compliant with the Act (they never are from random small PPCs who operate residential car parks!). And in writing you could also tell them there was 'no loss' incurred as 'the driver' would have had a visitor's permit on display - and give your new address as registered keeper. Tell them it is purely for the purposes of court if they feel they have a case - otherwise they must cease and desist the contact with you as keeper (with that one you would NOT be implying who was driving because the driver has already missed their appeal chance at windscreen ticket stage so there is no chance to reset the clock).
IN BOTH CASES: keep ALL letters for years just in case (unless they are cancelled by PPC, POPLA or your retailer complaints).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
