Barclaycard Initial application

I applied for a barclaycard initial (as I am relatively new to the UK so need a credit building card). I completed the pre-assessment which stated that I had an 'excellent' chance of approval for the initial. I completed the application and was asked to electronically sign a credit agreement, set up an online account (i.e choose password, security word, etc.) and then received the message "Thank you for your application. We will be in touch within 5 days if we need any more info..."

Is it standard practice for BC to ask you to sign an agreement and set up an account before approving an application? It seems odd that they would bother with these details until the applicant has been successful? Has anyone else had this experience? Could this still be a decline?
