toy from home bargins..easily breaks

Need advice can I take this further?

Brought my daughter shopping trolley from home bargins for christmas, she hardly played with it but when she did the wheel snapped off she had only had it a week.

Was advised by their head office to take it back to the store where I got it from, they exchanged but the manager checked the toy before I left, I asked if this had been returned and he said no, so off I went.

Yesterday she played with it and yet again the same wheel snapped off, got to do with how its made hasn't it?

Emailed the complaints department as I would like my money back or voucher, but all they have said to exchange again.

Any help what to do?
