I don't seem to find a case that exactly matches tho.
Doesn't matter - because the appeal isn't about 'what happened' so no cases have to 'match' yours. But if you want to find one like yours, just search this forum (using the heading next to forum tools on page one). Keywords 'Smart disabled badge' would find cases like this in minutes.
And I assume you have whizzed an immediate email to Asda's CEO (details in post #3 of 'Successful complaints about PPCs')?! This treatment of a disabled customer IS NOT ON because they actually can cancel these tickets at Asda and because the Store staff have been rude, and more. This is unlawful harassment and a breach of the Equality Act 2010 if Asda allow this matter to continue. By the way Smart are ALWAYS Asda's agents, contracted by Asda not the Council so it is everything to do with the Store.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Complained to Head office and apology received plus £15 voucher for my Father for inconvenience, Thank you all again. Without you he would have paid out of fear.0

The payment was not for inconvenience, it was to buy his silence, Asda were breaking the LAW, the real LAW not PPC Law by harassing a disabled person.
So don't think they have done you a favour, far from the opposite.
He could have and still can take them to court for compensation.Be happy...;)0
