national rail car park ticket

so on Saturday 8/2/2014 i got a letter from national rail debt recovery and prosecutions unit telling me i had not paid a fine issued on the 5/12/2013 at Bolton train station, i never got a ticket on my car so had no idea that i even got a ticket it was a big shock to me.
I have a few tickets over the years i have always paid the asap so i pay the lower fee. i don't feel i should paid this fine but not sure what to do should i ignore this letter, should i pay or should i challenge it and if so what should i say!!!!
help don't know what to do....:(:mad::undecided:angry

    Contact 'Passenger Focus' (Google it) urgently and ask them to help you find out what this is all about as you knew nothing about it and it seems unfair.

    In the meantime also send a reply and say you never saw a penalty charge and would like a chance to appeal but have no idea what could have been considered wrong. Can they explain and include a copy of the PCN and give you a chance to make an informed decision.

    When you get a response from either body, and a copy of the PCN, post it here as there are several types of PCN (some of which are not even real penalties).
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
