Tax fraud by a partner

I have a friend who's wife worked in the office for the same company and has repeatedly claimed working tax credits by falsifying their tax unbeknown to him. She has posted their tax online and called for updates in the office. Now separated the information has come to light. Can anyone help? If he, after collecting all information he can. Will he still be prosecuted for this and have to pay half back or can he by his actions prove his innocence and she be prosecuted alone for her actions even though they were a financial unit. I have read various cases, of course different from his, and am still unclear how to advise him. Your thoughts and help would be appreciated as he is going through hell and we hate to see it.

when a joint claim is made, they send award letters to both parties separately. Did he even receive anything in his name? was he not aware there was a joint claim?

tav credits have to be claimed jointly .
    so either he has
    1. signed the tax credit claim form and therefore would be aware of the claim. it would be his responsibility, as well as his partners, to check the award is correct
    2. she has claimed and falisified his signiatuew. this should be fairly easy to prove as the signiatures wouldnt match
    3. she has claimed as a dingle person and so he wouldnt be implicated at all as he wouldnt be the one claiming fraudulently
