TPS parking charge notice

I have a PCN from TPS claiming that I exceeded the maximum stay time between 12.20 to 12.22 (!!!!!!) I was parked in a retail park that has been there years and doesn't have a Max stay time (I was only there 10 mins anyway).
I read advice on here and have ignored, just wanted to be sure people would still advice the same? The reason for the charge is ridiculous and incorrect but having recently had prem twins I haven't had the energy to deal with contesting it.

I can't understand your post, I am afraid.
Was the retail park closed or what (12.20 - 12.22 point)? was it pay and display or what.
When did it happen? When did you get the letter (NTK)?
