I use both Mozilla and IE for web browsing but have recently noticed that I cannot post on this site using IE. I get error "message is too short". Is there something in my settings that doesnt agree with MSE.

You are not allowed to post a message here with less than ten characters, that's not browser specific.
Also, what version of IE are you using?1. Have you tried to Google the answer?
2. If you were in the other person's shoes, how would you react?

You are (presumably) using Mozilla *Firefox* as a web browser???
I think they make another one too as well as the excellent Mozilla Thunderbird e mail thingy

Yes Mozilla Firefox, on safari via iPad at the moment. I post full replies several lines long and at least 50 characters. I think it is IE 11. I have a new laptop with windows 8 and have some strange things happening with it. Don't seem to have any problem on the iPad.0
