APCOA Luton Airport PCN and Roxburghe - lost their license ?!?!

I am posting a new thread as I heard Roxburghe lost their license. What situation does that put me in ?
I received a letter from Roxburghe dated 27th Jan that came through the letter box on the 01/02/14. I thought I did not receive the initial letter but I only realised today that I did. This was not done intentionally but purely by mistake; so am I too late to appeal ?
Details of my letters:
The first letter has 3 pictures one of which my wife is getting out of the car and another of my reg. Note: the incident happened on the 28/11/13 where my wife got off the car to the airport. The date of issue on this letter is 12/12/13 - making it just 14 days. As mentioned earlier I do not know the exact date when it arrived so can I rely on the 14 day rule ?
The second letter from Roxburghe is asking for a payment of £128.

Actually, this does raise an interesting point. Must Roxburghe now desist from pursuing Shan13? Apparently not, or so it seems
They have a statement on their web site http://www.roxburghe.com/oft.php that includes the following
"A spokesman for trade body the Credit Services Association added: “We are aware of the recent decision by the OFT that it has determined not to renew the Consumer Credit Licences of two of our members, Roxburghe Ltd and HFO Services Ltd. We have not yet seen the full adjudication and so it is difficult to comment on individual cases until the OFT's findings have been made public. We do know, however, that members have a right to Appeal and can continue to trade during the Appeals process, so will decline to comment further until additional information is forthcoming.""
So looks like they can carry on for the time being.0 -
Thank you for the reply. Does that mean I should continue to appeal to APCOA and send Roxburghe a letter acknowledging their situation and asking them to refer back to their client as to why I will not be paying the fine. You have been a great help!!!0
