incapacity benefit

my name is bernie could somebody please advise
in 2003 i was receiving incapacity benefit because i was waiting for an operation. i rang the department of works & pensions to tell them that i was temporary out of the uk
the man on the phone said that because i was out of the country he was going to stop the payment straight away. i pointed out that my certificate still had several weeks remaining on it but he said that did not mater and put the phone down
i recently spoke to a lady who told me that she thought that it was wrong of them to stop the payment like that over the phone & said that i should contact the DWP & appeal the decision
i was told that i needed a doctors letter confirming that he would have been issuing me with a certificate up until the operation that i had in 2006
I got in touch with my doctor at the time & he drafted a letter for me that i sent to the DWP but they said it mad no difference & they said it was right to cancel the original certificate
could anybody confirm that they were right to stop the certificate in the first place

    It is now quite irrelevant.
    You had until - at most - 13 months to appeal this decision.
    In principle, under some circumstances - you could have claimed IB when abroad.
    It depends why the claim was stopped.
    If you were due a PCA - and did not attend, then yes, it may have been right to terminate payment - even though you had a medical certificate on file.

    In any case - there is almost precisely zero chance of them reconsidering at this late date.
    It's also too late to claim any form of compensation.
