Dropped Kerb - Unadopted Road

Hi, I need as bit of advise really. I live in Wolverhampton in a new Barratt Homes Estate. We are planning to Tarmac our front garden to create two parking spaces and extend our existing dropped kerb to 1.8 metres. I have applied to Wolverhampton Council as I did not know that the estate is still Unadopted land. Their inspection fee is £99.60. The council advised me to contact the developer which is Barratts. As since it's Unadopted land, they don't get involved.
So I've contacted Barratts and they told me that I should apply to the council and get permission as they can't just change the layout of the road without the council's approval anyway?
So I don't know what to do, has anybody has experience in requesting dropped kerb in Unadopted land?
One thing I'm sure is that I can use my own contractor to do the job and I don't need to apply for license to dig which is £303 in Wolverhampton Council.

Have you got planning permission for the Tarmac drive ?0

Hi Mark_Mark, I believe that I don't need planning permission as our current drive is already Tarmac, just extending it, plus there's sufficient drainage to drain the water away. There's some drainage at the edge of our Tarmac. Obviously Barratts put them.0

Thanks very much! If planning permission is needed, then I can look at that. I'm more interested to know about applying for a dropped kerb in Unadopted road, if anybody has experience in this?0

I can always park on the grass anyway, I own the house and the front garden.0

Unless I am misreading this, it seems that Barratts is telling you to go to the planning department to see if you need non material works permission as the development hasn't as yet been completed.
At the same time you can confirm whether you need pp for the Tarmac.
Why is the road unadopted? Is it because the development isn't completed? The highways department (county council) will advise you re whether you need their permission to lower the kerb. Go by their advice.0
