How do I declare I have scrapped my car please?

Fill and return the "I have scrapped my car" section on your V5. Normally the scrapyard should do this for you.

You send the certificate of destruction off to the DVLA.

If you haven't got a certificate of destruction I have no idea. Last time I did it, I didn't have the V5 so just wrote the DVLA a nice letter saying that I had scrapped it. They wrote a nice letter back thanking me for letting them know. Times have changed though.

Assuming your having the car collected, ensure the company collecting is ATF registered, make sure the section 9 is completed on collection and make sure you request a COD (certificate of destruction) from the company. You should get this by email or post within 7 days after collection, maximum! If you do not receive it chase them for one, if you do not get one make sure DVLA has received the section 9!

If you do not have the V5C, notify DVLA in writing that you have disposed of the car with (X) company. You will still get a letter from DVLA within 4 weeks (and a COD) from the ATF if they issue you with one.

If your tax has ran out, you have 14 days to either tax, SORN, sell/scrap.
