Parking Charge Notice from Wing Parking

Hi All,
I have been a browser of the forums here for a little while and have gained some useful information.
However, I have a problem at the moment. I received a parking charge notice from Wing (on behalf of the borough of Westminster), I did not read the whole thing and as a result I appealed on the Westminster website. I received a confirmation email from the council stating that it had been received however, no other correspondence was made.
So I thought I was in the clear and threw the PCN away and thought nothing more about it. I recently received a letter from Parking Collection Services stating that I had to pay £120 now because the opportunity to pay the reduced amount has now passed.
I called Parking Collection Services and, after speaking to a representative, forwarded the confirmation of receipt that was sent to me by Westminster council.
However, after speaking to the representative again she has informed me that because I appealed on the government website, I have appealed incorrectly therefore it means that no appeal was made. Unfortunately after reading the forums I realise that I should not have forwarded this as it has the name of the driver on it (my mother).
Can anyone help me with this. Am I able to appeal again now and request a POPLA code, or is it too late and should I pay the full amount?

What was the date of the PCS famous 'green/white' Notice?
You need to read the sticky threads like all newbies because we cannot possibly type the same advice for everyone from scratch:

The registered keeper should of course appeal the PCS Notice if that was the first letter. Oh dear, what a mess you have made of it so far (never heard of anyone appealing to a COUNCIL about a fake PCN from a private firm!). Ooops! Each PCN tells you how/where to appeal, did you not read any of it?!
Please say the PCS letter was dated less than 28 days ago, and please read the two sticky threads on that link, they are the ones all newbies need to read first (hence why it says so in one of the titles!). Please don't mess this up by appealing now as DRIVER...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes I've made a total hash of it so far. The PCS left on the windscreen was in October 2013. This is the first letter I have received about it.
I will read these stickies. Unfortunately I didn't even check this website or know about fake PCNs when I appealed to the council. and yes I didn't read any of it, I am understanding now how silly that was.

OK read the stickies first, to get an understanding of it all.
My thoughts are you can complain to the BPA that Wing are bombarding you as keeper, with debt collector letters even though they did NOT use a POFA-compliant set of Notices. Do not say who was driving! If asked 'did you appeal' say 'not to Wing, no, as I knew as keeper I wasn't liable because that's not a compliant notice for keeper liability. The Westminster logo confused me into trying a Council appeal as registered keeper, though - which was misleading by Wing'. If asked who was driving say it is far too long ago to be sure and you could not possibly help Wing in that regard (you do not have to at all).

Presumably this PCN was issued on one of the estates managed by the City of Westminster's arm's length housing company - CityWest Homes for whom WP work?
Their use of London Borough logos inevitably creates the illusion that the PCN's are "legit" in the sense that people often assume that they are actually Penalty Charge Notices as opposed to Parking Charge Notices issued on the basis of alleged breach of contracts.
Has your mother received any correspondence from Wing or CityWest?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
