Potential Ticket in Starpark operated site

The driver entered the site (which until recently was not managed by any private company) in hrs of darkness. Signs not illuminated, or placed at the site perimeter on the entrance, so the driver stopped the vehicle onsite (without exiting it) to read their sign. Not having a phone with them to pay charges (no ticket machines onsite, just a phone number) the driver left the site after reading the signage within 5mins to park elsewhere.

Their sign indicated that fees should be paid within 10mins. I'm assuming that won't allow drivers to leave without charge in that period.

Having read entries regarding CEL, i'm assuming the keeper can expect a PCN from them, even though it's more than reasonable to have a grace period to decide whether to park or not, or whether you can comply with their limited available payment method.

Can anyone advise whether it is likely that a PCN will not be sent..... (think i know the answer tbh)

  • We are not psychic here - nor do we know exactly where you drove and any "ANPR" positioning which may or may not have captured your vehicle.

    You will just have to wait to see if you receive a Notice to Keeper.

    CEL do not observe POFA and keeper liability so DO NOT INFORM THEM WHO WAS DRIVING THAT DAY.

    READ THE STICKY NEWBIE THREAD.

    AT LEAST YOU KNOW WHERE TO COME FOR HELP SHOULD YOU RECEIVE SUCH A NOTICE TO GET ANY CHARGE QUASHED.
