I'm pretty sure it stands for "PDSA Animal Wellbeing"
Although that makes it read as "PDSA PDSA Animal Wellbeing"

It also stands for "Party for Animals Worldwide"
eg http://www.pdsa.org.uk/about-us/media-pr-centre/news/800_rock-star-pink-performs-to-raise-funds-for-pdsa
"Rock sensation and animal-lover Pink will be supporting Party for Animals Worldwide (PAW) by holding a concert ...."
But I'm going for the first option - PDSA Animal Wellbeing - as is all over the PDSA site
