Hired Car - Time scale for a PCN being served?

Please accept my apologies, as I know I've read about this on here somewhere!

Can a PCN be re-issued once the company has details from the hirer, about the driver? The driver is then given 14 days to pay "discount" from the new re-issue. If not - can the PCN be thrown back just on the time taken.

All advice gratefully received!! Thanks in advance!

Date of event: 9/12/13
Issue date: 17/12/13

Hire company rec'd PCN: 19/12/13 (date stamped)

B/W photocopy rec'd by driver hiring the courtesy car: 13/01/14
(inc: copy invoice of admin charges taken from card details on file)

PCN re-issued date: 13/01/14
Driver only rec'd it on: 20/01/14

"Event date" to "Receipt of Copy" (front page only): 35 days
(9/12/13) - (13/01/14)

"Event date" to "Receipt of Re-issued PCN": 42days (9/12/13) - (20/01/14)

Re-issued PCN rec'd by driver: 20/01/14
(7 days after new issue date: 13/01/14)

Hope this all makes sense?!

    Is this a council ticket or a private one?

    Pretty sure the 14 days is only for the registered keeper. It may take them several weeks to respond with the drivers details.

    If it was a hire or lease vehicle its probably best to appeal the actual ticket and inform them that you were the driver.
    Hire / Lease companies tend to add to the costs.

    cant say it made sense to me, so let me put it in simple terms if I understand it correctly , but from a laymans point of view

    a PPC can take up to 6 years to issue a pcn and any court proceedings, but to comply with POFA 2012 they have certain deadlines when pursuing the RK

    so lets assume the RK names the driver , then they are no longer liable under POFA 2012 for the invoice, so the PPC issues a new invoice to the driver , with a time constraint for appeal if the driver wishes to use popla , say 28 days

    so a driver gets a new pcn and has a time limit to appeal it to the PPC, assuming they do appeal within the time limit then the PPC must either cancel or issue a popla code

    the driver then has 28 days from the popla verification code to get the appeal into popla

    all the above assumes the pcn came from a PPC and not the council , also that the PPC is a member of the BPA, as IPC rules or terms may be different for all I know

    I understand that question but - Council 'real' PCN or private 'fake' one?
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Private car park registered with the official body, whose acronym I can't remember. Retail centre with major supermarket as lead.
    Phone battery dying so can't write more!

    Of course you don't pay a private firm and yet the appeal issue will not be about the timescale because they had to go via the Hire Co first. Check the card you paid for the Hire car with because the Hire Co may have scammed you for an admin fee that you should put into dispute as this is NOT a real fine.
