Pension credit advice for FIL.

It doesn't sound like it would be classed as a temporary arrangement by the LA and Pension Service if he has no idea how long he'll be there.
In addition to what Ystal has said there are a couple more things - his son moving in would possibly mean a non dependant deduction applied to his Housing and Council Tax benefit but this would depend on the age and income of the son. This is because adults living in the property in these circs are expected to pay towards rent, council tax, mortgage etc. However if your FIL is on any rate of DLA care component or Attendance Allowance any non dep is ignored.
If he gets a 25% discount on his HB then he needs to tell the council.
If he does have any reduction in benefit he should make sure his son makes up any losses. IMO I'd tell him to get lost otherwise
