Local council parking fine

Hiya everyone i was just wondering if anyone could give me any advice on the parking ticket from my local council.
I share a car with my partner and in august 2013 he recieved a parking ticket from the council. I knew nothing about this until around November time when i received a letter as the registered owner of the car. I immediately rang the council and explained that this was the first that i had heard of about this ticket and explained that i was not the person who parked the car on a restricted area.
The women on the phone was very helpful she explained how to appeal, as i hadn't received the first notice because my oh had opened it and not mentioned it to me. I emailed them all the details they asked for explaining it wasn't me driving and wasn't even aware of any ticket and gave them my partners details and that was the last i heard around he beginning of December.
Today i have come home to a letter addressed to me from a bailiff company thanking me for arranging a payment plan and giving me the dates of payments due. I have just rang them and asked what this is about as i didn't even know it had been to court.
They have explained how my partner has phoned up on the 27/01/2014 and arranged a payment plan with them, but as i have said to them that was him and NOT me and again i knew nothing about this so why are they sending me correspondence stating that I have arranged a payment plan when i have not!!
They were very abrupt on the phone and said it isn't there problem and that they are now arranging for a bailiff to visit my house to take possession of goods for the fine i am not aware of, even though i have said it is fraud that they took my partners word regarding me arranging a payment plan.
I know my partner shouldn't have done all this but he has in my name and i am not at loggerheads with them over this as i have not agreed anything but they have stated i have.
If anyone can give me any advise as to what to do i would really appreciate it as they are meant to be calling me back later on today to argue some more over this. :mad:

The first thing that springs to mind is as the registered keeper you should have received a number of letters from the council about the PCN. Has your partner been opening others that you are not aware of?
As for dealing with the situation I would get over to www.pepipoo.com as a matter of urgency and post in the council parking section. If bailiffs are involved you need to sort this out fast!"You should know not to believe everything in media & polls by now !"

They cannot take possession of anything, don't leave them into your house, don't sign anything, and don't leave any doors or windows open or on the latch. Also lock your vehicle in a garage as they can levy on that and clamp or tow it. As suggested above get over to pepipoo and ask for their input on thisWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

As i have mentioned in my original thread i didn't know of this fine till late November, the next time was a bailiff letter today because my oh has been hiding them and not told me, he even rang this company and arranged a payment plan in my name. I am fuming. They say because he did that i have to stick to it even though it wasn't me they spoken to at the time.

Looks like there could be data protection issues if they have accepted a payment plan from someone acting on behalf of another, especially without authority."You should know not to believe everything in media & polls by now !"
