Thanks. My gut feeling is still to ignore, I'm worried that sending a letter will make things worse
Send the letters - they can't actually make it worse anyway.

Like you:
- Early October: parking ticket even though I displayed a staff permit + subsequent NTK (which I binned, because I also took the out-dated advice of ignoring - NEWBIES READING THIS - DON'T IGNORE!!)
- Mid Jan: DRP first notice
- Late Jan: DRP notice of intended court action
Like you, I only gave it all a search on MSE after DRP wrote to me.. and similarly, it's only been 2-3 weeks since I sent my appeal & f-off letter to TPS & DRP respectively. I'm still waiting to hear back from the former.
The key is don't worry! Instead, you should be p*ssed off over the fact you're wasting your time dealing with something like this - but hey ho, it's an experience you can later tick off / help others with.
Sending the letters off won't make anything worse; ignoring will. Best case scenario is TPS accepts your appeal. Worst case is a rejection with a POPLA code or they write back refusing to give you one because it took you so long to appeal. EITHER WAY, you're in good hands here.
Basically, wait for TPS to write back, ignore DRP and don't worry!
(Have you tried contacting the uni. facilities manager / equivalent? If you want to fill the gap of waiting, they might be convinced to contact TPS on your behalf to cancel your parking invoice).September £5 a Day Challenge

That is kind of weird, very similar pattern! Thanks so much for the advice, I'm sending off the letters today so we'll see what happens. I do feel greatly reassure by all the advice on here though. Good luck with yours too!0 -

So I sent off the two letters, one to TPS and one to Debt Recovery plus.
I've had no reply from TPS, and the following two bits of correspondence from DR:
Letter 17.02.14 reduced payment offer asking me to pay £119.20 and stating that they are making offer in order to comply with 'pre-action protocol'.
I wasn't too bothered about that one, then I got a letter in response to mine (I was going to add photo but can't figure it out on iPad) which included this paragraph:
"I must stress that simply sending in standard template responses, most likely obtained from the internet, will not resolve the matter. In addition I would recommend that professional legal advice be sought on this matter as an alternative".
They then go on to say that I was in clear breach of the parking regulations as I was not displaying a valid permit and that an appeal via POPLA is no longer available.
I have to admit I am starting to get a little worried, despite reassurances on here. They also say that their client (TPS) will no longer enter into discussion with me.
If I don't pay they say they will pass to legal team who will consider taking legal action.
Soooo...what now?0 -
DR+ will always tell you that you should pay up, that way they get paid !
TPS or the landowner is the creditor, and clearly you did not appeal in time hence the reason why TPS wont deal with you and also why TPS did not issue a popla code
so at this stage its carry on ignoring until you get an LBC or court papers , debt collectors cannot take you to court, only the landowner or their legally appointed agents, in which case come back for help in dealing with an LBC or court papers0 -

What a difference a day makes...today I received a letter from TPS apologising for any inconvenience and advising that the PCN has been cancelled, no money to pay!

Did you complain to the Uni Office to get that cancellation or was that purely based on your letter to TPS?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
