Is this Halifax admitting to mis-selling?

Halifax wrote to my wife some years ago regarding payment protection insurance on a Halifax ONE credit card.

From her credit history, it appears she took the card out in March 2005. I have intermittent statements going back to Feb 2006.

The letter they have written contains phrases like:

'This cover is optional and you should have not felt pressured'

'Exclusions and limitations.... were not brought to your attention when you bought the policy over the telephone'

'We believe there were certain exclusions and limitations we did not bring to your attention'

'We apologise for failing to deliver to you the quality of service you should expect when you called to activate your credit card'

    If it is, then they would offer a redress payment with the letter. However, it could just be a CCL (Which are going out currently) where they make you aware of possible issues with PPI and invite you to complain if you feel there is a reason to do so.

    If they are admitting mis-sale then it would say so and either tell you how much you are getting or will say that the information is to follow. That is how it works.

    However, if you have a CCL, then it is admitting nothing.
