ticket issued 1 minute before restriction finished

Hi all, I hope you can help me!
I had a dinner appointment at 8.30, and parked my car at 8.20. there was no option to pay for 10 minutes, so I parked and dashed to the restaurant.
I came back to find a ticket issued at 8.29pm. there is no other time on the PCN. The restriction ended at 8.30pm.
VERY annoying!!
After a very brief search online, the civil enforcement handbook (google it) it says:
"b) Time restrictions/paid parking
Where a time restriction applies, CEOs should not issue a PCN less than two minutes before a restriction starts or less than two minutes after the restriction has expired. For example, if a restriction starts (or paid-for time expires) at 8.00am then a PCN should only be issued if the vehicle is in contravention after 8.02am. Similarly, if a restriction ends at 6.00pm then no PCNs should be issued after 5.58pm. It should be stressed that a vehicle in such a situation does not have the right to be in place for two minutes – this is not a grace period." (from page 54)
I emailed them explaining this, and they've written back saying that they observed the car from 8.23 - 8.28 then issued at 8.29, and so therefore the ticket was issued during the hours of operation in accordance with the TMA 2004.
Any thoughts on this? It's 130 (or 65 if paid now) which isn't ideal, and I pay over 50 a week in parking fees anyway so it's getting expensive!!!

With any Council PCN you are best getting specialist help on pepipoo forum (it's free) where almost everyone wins in the end. A rejection at this stage is normal, sadly. Councils dangle the bribe of the reduced charge like it's a bargain and they don't tell you that most people win who go further!
