Pcn & threat of bailiffs

I am new on here so forgive me. My husband received a PCN from Vehicle Control services. He was not the driver at the time. The driver pulled into the entrance way to the International Business Park, Liverpool, to take a short telephone call and so was not actually 'parked' as such. There are 2 photographs on the PCN that prove nothing whatsoever. Now we have had a letter from Newlyn Bailiffs asking for £166. I have read many of the articles on here but there are conflicting views, appeal, dont appeal, contest, ignore, write to the land owners etc etc. Don't quite know what to do. Anyone else had a ticket here? If so, what did you do and what was the outcome?
