parking charge notice at Glenfield hospital

Newbie Alert! Just to check a few things to see if Ive got things right. 2 days ago i parked on one of the roads inside Glenfield Hospital, England. It was not a 'pay and display' car park, but its on a road that you can park if you have a parking permit. I dont have a permit. There was no barrier access so essentially anyone can drive through that area. I was issued a Parking Charge Notice by LegionGroup a division of OCS Group UK. They want me to pay £80, but reduced to £45 if paid in 14 days. I plan to wait for Notice to Keeper to arrive. I am expecting it to arrive no sooner than 28 days but no later than 56 days. How do I proceed after this? What do I do if it doesnt arrive within that specified time? If this question has already been answered in a different thread please direct me there, as I looked really hard for the past hour. Thankssss

If it doesn't arrive just wait until it does and then appeal as keeper, and one of the appeal points will be they've missed the time limit for keeper liability under POFA2012. The other appeal points will be the usual stuff in linked examples in the NEWBIES thread, top of the forum.
Any chance you can complain to the Hospital Facilities Manager if you were a patient or visiting one? Or complain to PALS (see the 'successful complaints' sticky).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

make a complaint to the PALS at the hospital trust too, trying to get it cancelled , maybe after 29 to 56 days ?0 -
Im not visiting and wasnt a patient. I work there. I usually walk to work and it only takes 10minutes, but lately its been very rainy and I dont fancy working with wet shoes and socks, so I thought i could get away with parking close to one of the quiet roads near a service/catering entrance0

Im planning to use this template (when/if the NTK arrive) as a soft appeal to LegionGroup:
'' My challenge is based on the assertion that your parking charge does not represent a genuine pre-estimate of loss to yourself or the landowner. In every case where a motorist has raised this issue, POPLA have accepted the appeal.
You are therefore fully aware that there is no prospect of your charge being upheld and I invite you to cancel the charge now.
If you decide to continue to pursue this matter and reject this challenge then please supply a POPLA code. However please be aware that further points including (but not limited to) no contract with landowner and/or driver or authority to pursue parking charges in own name, inadequate signage etc may be raised at POPLA.
Please note that should my appeal be upheld at POPLA for any reason, I reserve the right to claim my expenses from you and my time in challenging this parking charge at the court rate of £18 per hour.
The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail. ''
Just a few note though, signage was actually quite clear, and numerous around the site. Also, I parked with one of the CCTV directly facing my car, with possibly a clear view of car registration number, and me getting in and out and my car. Will that make it more difficult for me?0 -
The CCTV is irrelevant as it won't belong to Legion Group.
You need to start 'I am the registered keeper and...'
And you need to add a 'real' tangible appeal point to it, as some PPCs would throw that back as 'not containing an appeal point'. So you should add signage - partly because it forces the PPC to have to show maps & photos at POPLA stage (some have slipped up before!).
Also I am going to suggest another tack - that you COULD send that sooner (with a signage point added) rather than wait. I do sometimes suggest this early approach - wait until near the 28 days though - if it's a small PPC known to try to avoid POPLA later on (Legion fall into this bracket). And especially if the Notice to Driver is not POFA 2012 compliant (you can check it against paragraph 6 of Schedule 4 which is in simple bullet points). It is an early link in the NEWBIES thread you have been shown already.
Just an idea to drag it to POPLA quickly rather than faff about later with a debt collector letter or two, and them saying you are too late to appeal (not true but all rubbishy hassle). Especially good plan if the signs talk about 'breach of terms' or failure to comply' or 'contravening with parking rules' because you are already halfway to winning on ''no GPEOL'' if so (see the above linked thread for acronyms).
Please think about it and show us a broken link to a photo of the signs and wording, and check the NTD against para 6 of the POFA2012.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Vehicles parked in unauthorised areas will be recorded and dealt with in a manner appropriate to the disruption caused. Unauthorised parking may result in one of the following options:- Notification of inappropriate parking
- Parking charge notice

I was reading your post with interest as I've also received an £80 fine today for parking on a grass verge for 30mins whilst attending a staff training session. I'm gutted as I really can't afford to pay it- please advise what I should do- do I write to them or ignore it in the hope they don't pursue it?
