Just to refresh memories, we experienced a double PCN from APCOA, the first when a family member was picked up some distance from the terminal and another 3 weeks later when stopping out of the traffic to photograph one of their signs for the Appeal!
The forum provided a great deal of advice and HO87 even rewrote my appeal, to make sure that all the points were covered in the appropriate manner. I also wrote to Birmingham airport management complaining about the manner in which APCOA were operating - that produced a nice letter from them offering to drop the second PCN if I paid the reduced rate on the first! Since the second one had been forwarded outside the 15 day window, I was confident my appeal should be upheld but keeping the management letter in reserve, we awaited the POPLA appeal results.
The results have now come back with both appeals upheld! Each on the grounds that the operator's parking charge amount was not a genuine pre-estimate of loss incurred.
Both Appeals were assessed by different individuals and neither were prepared to comment on the other points raised, eg late PCN, inappropriate signage, whether the airport was relevant land etc. Despite the fact that the appeals were successful I still feel somewhat unhappy that the POPLA system seems yet another box-ticking exercise with no one taking the responsibility to say what is acceptable and what is not.
However, I can only say yet again, many thanks for the assistance of the Forum monitors and supporters, I certainly do not intend to get caught this way again but these sort of scams do seem to keep on multiplying despite our best efforts!

I suggest that you forward copies of your POPLA verdicts to Birmingham airport management to inform them that APCOA are issuing charges to motorists when they have no right to do so as evidenced by your experience.0
