Halifax Credit Card

I recently received a letter from Halifax stating that they think I was mis-sold PPI back in 2006. I replied to this and they are now investigating.
I had a Credit card with them about 4 years ago which I stopped paying due to being out of work. I haven't heard from Halifax about this credit card in well over a year. All of a sudden I get a letter through the post stating that If I do not get in touch to pay the sum owing £1500 within 7 working days they will start taking money from my current account to pay the debt.
A. Can they do this?
B. Has this got something to do with my PPI claim?

A. Yes they can.
B. It's more likely to be because you owe them £1500.0 -
