Pet Taxi licence

Hi
Does anyone know if you need a taxi licence if you are to offer a pet taxi service.
I was going to offer the transport of pets which is charged for and allowing the owner to come along if they wanted to. The price would not change if the owner joined the journey or not and the service would not rely on the owner being transported.
Would my vehicle be classed as a PHV or not?
If I just transported animals would I need another licence?
I have pet services insurance which insures me for pet taxi and I have informed my vehicle insurers that I am a pet services company and use the vehicle for work purposes.
I have tried googling this but can't find a definitive answer.

My friend runs a dog walking / pet sitting service and also does pet taxis. You don't need a special licence or hire and reward insurance.
The customer is paying for the pet to be transported. If they come along they are classed as a passenger.
Just inform your insurers.Eat vegetables and fear no creditors, rather than eat duck and hide.0 -
I'd be exceptionally surprised if a personal lines motor insurer is going to be happy with you having paying human passengers even if in theory its just the animal thats paying and the other person is tagging along0
