Debt enforcement and action ltd

Hello
Can someone please help me? I received a parking charge notice from civil enforcement ltd back in July 2012. I ignored all letters from them after reading all the comments on this site, but now I have received a 'notice of assignment of debt' to a company called debt enforcement and action ltd. I noticed the law has changed and it says on the site not to pay but not to ignore the letters! do I still ignore the letters as this 'fine' was issued before the law changed or do I need to contact them? Not sure what to do from here. Does anyone know????

No don't contact them at all, there is no keeper liability in pre October 2012 tickets, so don't tell them who was driving. This company has existed for a fortnight so they have something to do with civil enforcement. Keep an eye on the post and come back here if you receive a notice before claim.
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Yes carry on ignoring them, no matter what the letter says no debt has been assigned because no debt exists. This company was set up a week or so ago, they can not collect debts for third parties as they have no credit licence.
So they are either related to CEL or they are trading illegally.

A few Muppet PPC's set up litigation companies/debt collection companies to try and intimidate people, this maybe CEL's attempt.
  • As this occured before POFA came into force then continue to ignore it.

The only way the PPC can do anything is if you identify who the driver was - which you must not do.
  • This may be a stupid question but. What is a 'notice before claim' ??

If it's from a debt collector it's nothing. A threat.

Why don't you read all the other threads like this if you search this forum for 'assignment' as a keyword? Use the 'search this forum' heading on page one next to 'forum tools' and then change the default search to 'show posts' instead of 'show threads'. You will see we've discussed this letter every day for a couple of weeks...

I realise you have read one other thread about it already as you posted on it, but there are more people in the same boat with the same letter.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
