Hi,
I have been reading through threads for a while to try to 'help myself' on this but do feel I need a little extra help please!.
I have just received the PCN from smart parking for a ticket issued in pound land carpark on 19/12/2013.
I omitted to get a ticket as i assumed paid parking ended at 6 pm as in the rest of the town. i was issued a ticket at 6.25 when the store closed at 6.30. i arrived back at the car at 6.33 having waited ages in a queue. I spoke with the car parking attendant who 'finished work' at 6.30pm and 'could not discuss it with me further'. The notice once id worked out where it was- as unlit -did not say 24 hour parking fees applied but had a big strip of black tape over some wording whichI assume said previous parking hours. It just said 60p/hour.
I have the initial ticket and now the PCN but I am no longer the owner of the vehicle. I was at the time but am no longer. I informed the DVLA by letter but according to their staff member this can take up to 4 weeks to process.
I couldn't take the windscreen ticket into the store on the night as they had closed but took it back later and they said they were nothing to do with the parking people. they had just taken the store over from co op. Do I appeal stating i was the owner at the time but no longer?
I am happy constructing a letter from the threads I have read but I'm not sure how to structure it and obviously don't want the re to be any fall out for the new owner.
Any pointers gratefully accepted.

Yep just send an online appeal to Smart and they might well cancel it in days if you use the right words (several of us have found they throw in the towel very quickly when faced with a good appeal!).
So you don't have to faff about with a long letter! Just go onto the webpage mentioned in the Notice and you appeal as the registered keeper* (not saying who was driving). And as you'll have read on other Smart Parking and any other threads, you just say the usual winning things like 'no genuine pre-estimate of loss' and 'you have no standing as you don't own the car park' and 'your Notice to owner is not POFA2012 compliant so I am not liable, cancel it please or send me a POPLA code.'
*You WERE the registered keeper on the parking event date, so the fact the car has since been sold is irrelevant.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
