Parking ticket from Birmingham council when my dad was dying in hospital!

Hi guys
I'm completely lost and need help and quickly before this escalates anymore. Please also excuse me this is my first forum!
I'm 29 and a single mum to a young child.
I sadly lost my mum and dad last year within 9 weeks of each other.While my dad was in hospital I received a parking ticket. He later died and to be honest paying a £35 parking fine was not my priority!!
After loosing my job I then got signed off work and have not been working since September. I have since had numerous bailiff letters even after sending Birmingham City council my parents death certificates and all relevant documentation to prove my circumstances. But their reply was pretty much 'your too late' !
I'm struggling financially but am now ready to go back to work and start a new job this week
however I don't have financial support from any other means and think this is totally unfair.
