As Malotum pointed out if you gave them an original reading and the last reading is an actual and/or your own reading it's very difficult to say it's anything else than usage.
Instead of having the meter capped off why don't you elect for a PP meter? You then have a way of paying the debt off over a long period but its always there for when you do need gas.

Hi, I used to be an npower customer for both gas and electricity by pay as you go meters.
I left them in December 2014 to join another supplier thanks to money saving expert.
Since then I have received bills for both fuels that I
Have been arguing over, as I do not see why I owe them anything as I pay for what I use as I go. They have tried blinding me with science over emergency credit use. I have explained to them that if I go into emergency credit say by £5.00 then if I top it up with say £20 the credit used is already taken off so how can I owe it.
They keep changing their story, now it's because of incorrect meter readings. Different people tell my different things.
Today I have received a letter threatening to inform credit reference agencies that I have defaulted on bills.

In response to your earlier post you were asked to give a breakdown of the £118 you had been billed for.
