Barclays - PPI

Dear All
I hope someone can help.
My dad had ppi of £10K returned back to him :j last year June. Unfortunately his financial situation has changed and he has just started a dmp with StepChange (who have been wonderful). At the weekend we received a statement from Barclays which stated that he owed £13K - they had added the £10K back that he had been given for ppi last year
. Can they do this? Has this happened to anyone else?

They can't claw back a PPI redress payment in this manner.
