LCP / ROXBURGHE Am I too late to appeal?

Hey All
Apologies if this is a duplication I have spent ages searching and reading and am all tied up in knots.
I am the registered keeper and was the driver, overstayed in an LCP car park last summer helping someone else who was stuck. I read what I now think must've been the wrong forum (an old thread) and concluded that I should ignore and do nothing.
I didn't have a window ticket but received a PCN with "photos" (exit one is very unclear) didn't appeal so therefore didn't appeal to POPLA either. I now have a letter from Roxburghe saying it's too late to challenge and I must pay well over £100 (time almost up to pay too)
Having read today about para 9 of POF 2012 and that I probably should've appealed rather than left it (I think), I cannot find details of the landowner (is it LCP?), it isn't attached to a shop or anything, just is a piece of land near a local town.
I really can't get my head around what I should do. Sorry if it's all set out here somewhere, I am panicking a bit now. 😔

it tells you what to do about being too late, about debt collectors, also what you should have done at the time, about resetting the clock and starting again
no other thread comes close or has better info
but yes its hard to find out some landowners but that is one avenue and can be the best method of cancellation
DC cannot take you to court, only the landowner or their legally appointed agent can take you to court and you may well win theere, you may be able to force ADR at popla even after all this time in any LBCCC or LBC (LBA) as its been done before on here
dc letters are all bluster and threatening words, a threatogram
its court action you need to be aware of , or see if you can reset the clock and start again0 -

Please amend your first post above, as I have shown. LCP read this forum (and may be litigious). Change the bits I have shown or you are pointlessly naming the driver.
Let us know if you get a Letter before Claim from them. Your other options are as shown in the ''NEWBIES'' thread under post #4. But do NOT send an appeal saying who was driving and DO edit the above post!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Was thinking the same over the weekend, as we know parking eye hardly use debt collectors at all, and I think other PPCs have picked up on that.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
