damp proofing

:confused: Hi everyone had a damp proof course 4 years ago it has not taken we have had a surveyor out to probe the walls all had high readings of damp the person who originally did the course did it to the bare min of 3 feet the surveyor recommended that it should be done to a min off 4 -5 foot or a meter and a half the damp is above the damp course it runs round the room above the original course also below from the floor upwards will this be cover in the guarantee? Or will I have to pay can I claim on my house insurance for damage to my newly plaster walls
