First letter January 30th, I have read the threads - so this is too long?
The letter also says that all appeals must be made in writing and must have completed owner/driver information - and give a section for driver information. This is surely not in the code of practice.
Any advice on what to do is appreciated. I have read the threads just unclear on what to do.

all you had to do was read this one https://forums.moneysavingexpert.com/discussion/4816822
under POFA 2012 you do not have to name the driver, despite what the letters say
they can pursue the driver for up to 6 years, but can only pursue the keeper if they followed pofa 2012 , so all depends on who did what and when
the NTK should have been dealt with by you within 28 days of it being issued for pofa 2012 to apply if sent within the time limits
so that NTK should also have arrived within 56 days of the transgression for pofa 2012 to apply
therefore pofa doesnt seem to apply and they can only pursue the driver, so you appeal in this manner (as RK) and tell them so, also telling them to cancel or send a popla code so popla can cancel it under pofa 2012 and other issues like not a gpeol, bad signage and no standing0
