Capital One charging to a closed account

Need to get the opinion of fellow MSE'ers.
I had a capital one credit card and made the decision to pay it off and close it. Before I closed the account I had disputed a payment to a third party. In June 2013 Capital One advised me that they had investigated the payment and the monies had been refunded to my card. I paid off the remaining balance and in Oct 2013 I had closed the account. This was confirmed in writing by Capital One.
In January 2014 I got a phone call from Capital One advising me that there was an unpaid balance on the account of £100 and the account had been reopened and charged with the disputed monies. I challenged this and was advised that a manager would look into this and come back to me. A manager called me back and told me it was all resolved. Today I get a letter in the post saying that I have missed two payments and I will be charged £15.
I was livid, I called up to again challenge the letter, I stated clearly that the account had a zero balance when it was closed and Capital One had reopened the account 2 months later without my authority and accepted a charge that had already been disputed and then tried to charge me the monies and late payment fees and also - the worst part- applied two late payments to my credit report which i have worked very hard to clean up over the last few years.
I just want to find out what my position is on this from people who know better than I?

I'd raise it Asa. Formal complaint and then take to the fos if not resolved. Would expect them to cancel charges and correct credit file and some compensation, though probably only £25.0
