*HELP* I have an NPE Parking Charge Notice

Hi, i need help to know if i need to pay this fine.
my car was parked in a pub car park in a location while the driver went into a nearby shop and was probably about 20mins, in which time i had a parking charge issued by the Norfolk Parking Enforcement, placed on the car door window. the driver was not aware that you could not park in the pub car park before they were open (but apparently there are now signs advising this, but were not seen). They are requesting £100 or £60 if paid within 14 days.
I think this amount is extremely excessive considering the car was in a private pub car park in the morning, before opening times, and only for a short time.
Do I need to pay this? It also states that failure to provide payment of the full amount within 28 days will result in the charge increasing!!! Can they legally do this?
Their company is based in Wymondham, Norfolk NR18 8BZ.
I admit i should not have parked there but Norwich is getting ridiculous now for parking and you have to pay everywhere, even for only 15 mins. Is there any way i could avoid this payment?
Any help or comments on this would be great.

Is the vehicle leased/hired/company one? If you are the registered keeper wait 29-56 days from ticketing for your notice to keeper, once it arrives we can run you through the appeals processWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

The care is not leased or a company one, it is private.
I am concerned that if i do not pay this within 14 days and wait for their first letter to arrive, i may lose the case and end up paying a lot of money.
It states on the ticket that if it is not paid within 28 days then the penalty will increase, but it does not state to how much!!!
They should have to state the amount it would increase to.
What do you think my chances are of not paying....0 -
